Must be certified in Ethics by attending a Youth Livestock Show Ethics and Animal Care Workshop with the exception of the open goat show, open sheep show and plant exhibitors.

This is a MANDATORY requirement.

The certification involves attending a 3 to 4 hour workshop presented by a Certified Ethics Trainer. All approved workshops will be posted on the Florida State Fair website The exhibitor’s certification will be valid for 3 years after which the exhibitor must be recertified.

Once the trainer submits that the exhibitor has met the certification requirements the Florida State Fair will issue a letter to the exhibitor with their certification number.

Exhibitors will be required to list their certification number on their entry form and/or project record book when participating in the Pasco County Fair livestock events.

If the exhibitor should misplace their certification number, they can retrieve their number by going to the Florida State Fair website Then go to the Ethics tab and enter the exhibitors name and city.

NEW RULE for 2021

The Pasco County Fair Association has adopted a new rule beginning June 1, 2020 for our 2021 fair.
This rule is for ALL Market Agriculture Projects. An exhibitor must be a member of a Pasco County 4-H or FFA. Exhibitor must also either live in Pasco County or attend a Pasco County School. If an exhibitor was eligible to show in the 2020 fair but would not be eligible under this new rule, they will be Grandfathered in. This Grandfather Rule will be in place as long as the exhibitor is a continuous exhibitor. Exhibitor must register and tag project to be eligible each year.

Ethics Training Information

The Youth Livestock Show Ethics and Animal Care Workshop is designed to certify students to meet the mandatory certification requirements that will be in effect for the 2021 Florida State Fair, and Pasco County Fair, Certifications are valid for three (3) Fair seasons, not 3 calendar years.

Due to the COVID-19 situation, the expiration date for the 2018 Certifications will be extended until May 2021. For the 2020/2021 Fair Season, Certification Numbers starting with 18, 19, 20, and 21 are current and valid.

It is important that the exhibitors understand:

  • The purpose of youth livestock projects
  • The importance of ethics in youth livestock projects
  • Proper animal handling and management practices
  • The difference between animal welfare and animal rights
  • How to become an ambassador for animal agriculture

If you are a first time exhibitor and in need of Ethics Training to show at The 2021 Pasco County Fair or the 2021 state fair, the state fair is offering VIRTUAL workshops using Zoom this season for youth who need to complete the class.

Virtual sessions will be offered on August 6, August 13, August 18, September 21, September 28, October 8, October 20, December 14 and January 5 that can be completed from ANYWHERE in the state.

(Certification Numbers starting with 18, 19, 20 and 21 will be valid for the 2020-2021 season - but if you need to complete the training, sign up now and mark your calendar.)
